Platform Amendment Procedure:
All eligible members are free to submit up to three platform amendment proposals to the Rules, Bylaws & Platform Committee either online (here) or by printing out the form to mail in (here) to be considered by the Committee for the Convention. The requirements and details of the procedure are below:
Number of Submissions Limited:
Each eligible member is allowed to submit up to three platform amendment proposals. We ask that members submit all three amendments on the same form provided as members are required to rank their amendments as to their priority from 1st, 2nd and 3rd priority.
Submissions Info:
All Platform Amendment Submissions will be evaluated for their completness of thought and idea, adherence and non-violation of the Essential Core Values of the Party and compliance with commonly accepted traditional ethical standards. Submissions will not be evaluated based on opinion of the position taken in the amendment submission by the Committee. Any submission that the Covnention Rules, Bylaws and Platform Committee determines to be in violation of any of these standards will be rejected with a reason sent to the submittor. Rejected amendment submissions may be altered and resubmitted one time within 48 hours of the Committee's notice of rejection.
Submission Requirements:
1. Each Platform Amendment proposal submitted may be on no more than one individual issue and plank.
2. No generalizations will be accepted. All submissions must state the specific language the individual intends to be placed in the State Party Platform.
3. If the amendment is an entirely new section of the platform, the submitter must only submit the specific language of the amendment.
4. If the amendment would change any part of, or wording of, a current section of the State Platform (including the Preamble, Essential Core Values or any other area) the Platform Amendment Submission must contain the original language of the section of the platform they wish to amend followed by the specific language of the individual's amendment. The submitter is responsible for labeling which language is the original and which is the amendment proposal.
5. In addition to the initial amendment proposal, if any other section or plank of the Platform would be affected by the submission, the individual must submit changes for that section or plank of the Platform (these secondary submissions should be placed in the same box for the original submission and will not count against the total number of submissions an individual can submit).
Rejected Submissions:
Rejected submissions will not be presented to the Convention and will not be considered for entry into the State Party Platform. However, an individual whose submission(s) was rejected initially and rejected once more after resubmission to the Committee due to the Committee viewing the submission to be in violation either directly or indirectly with the Essential Core Values of the Party, may present a motion at the Convention at the designated time (as will be announced at the Convention) to bring the rejected submissions before the assembly to be considered as an Amendment to the Platform. The motion must state the exact language as rejected by the Committee, no other motion will be accepted. Members who bring forth a motion to reconider a rejected Platform Amendment submission of this manner, will be in jeopardy of having their Full Membership status downgraded to Associate Membership and all voting and office privileges revoked if the motion is still deemed to be in violation of the Essential Core Values of the Party as required in Article VIII(B) of the Bylaws of the Constitution Party of NC.
